Mr. Rodrigues holds a Master’s degree in Social Work from the University of Mumbai, as well as Bachelor’s and Master’s degrees in Law from Goa University. He has also completed a Postgraduate Diploma in Administrative Management.

He began his career at Goa University in 1996 as an Assistant Registrar. From August 1, 2002, to June 30, 2003, he took on an academic assignment as Assistant Professor at V. M. Salgaocar College of Law, Miramar, serving on lien during that period. Upon his return, he continued his administrative journey, being appointed to the post of Deputy Registrar in October 2009, and subsequently re-designated as Joint Registrar in December 2014, a role he held until his superannuation in December 2023.

Over a distinguished career spanning nearly three decades, Mr. Rodrigues has gained comprehensive experience across the Administrative, Examinations, and Academic Division of Goa University. He has played a key role in the digitization of Academic Council meetings, the streamlining of affiliation, admissions and examinations processes to improve institutional efficiency.

Mr. Rodrigues is recognized for his commitment to academic integrity, modernization of administrative systems, and fostering a culture of transparency, accountability, and service excellence in higher education.
